Actually, those are all common sense measures, except the bag thing, people leave luggage all the time; shutting society on the off chance it might be a bomb is inefficient and breeds serious complacency and annoyance.

But noone pays for something with a stack of gift cards, that's just suspicious.

Most of these things can have mundane explanations or even false alarms [how many PO'ed traffic violators are going to report the arresting officer as a terrorist, boys and girls?] and I'm willing to bet it's going to cause a state-wide Snipe Hunt.

In related news, the local train service got shut down cold because somebody overheard someone talking about putting a bomb on the tilt-train. Thousands of commuters got their day screwed up and the someone in question is protesting their innocence. I know writers are wont to talk about grousome murder and other plot devices, but I seriously want to know that someone's story.

Still, when bread and circuses fail, fear is always a decent stand-by.
